You can't waive players with a NMC (unless it's unconditional for a buyout).

After Tampa tried to get around their NTCs (twice, they tried it with Tyler Johnson too) players seem to have started protecting themselves by adding NMCs to their M-NTCs, like Palat. Before recently, generally the only players that had NMCs were players that also had full NTCs.
