Yes but during this season there is gonna be a-lot of guys tanking for Bedard which means more teams taking up spots on that List

The list is already submitted probably on July 1st or sometime after, not sure what the deadline is, but I'm guessing it will be already submitted before the season starts if it hasn't been already.

Edit: Seems like the deadline is usually before the season starts, I'm guessing players on LTIR get to submit sometime after they come back if they have protection.

It has been so most likely Teams like CBJ,NJD,Detroit,Ottawa & Seattle are still on it as they didn’t have their massive trades or signings yet

He might not mind playing for Seattle, and because he only has 10-teams he can block, he's going to block the ones where he absolutely doesn't want to play for, which could be a team like WPG because of the weather or their locker room issues, etc, but also he will leave off teams who probably wouldn't want him or can't afford him even if he doesn't want to play for them.
