It might work for Tampa, and since Kane would get to choose where he'd be willing to go, it could be enough. In any case, Tampa can't realistically re-sign him, so given that he'd be a one year rental should prevent Tampa from offering much more than this. They should not be offering Howard or either of their top 2 defensive prospects. If there's another team he's willing to waive to and extend right away with, so be it.
