Toews isn't a superstar and salary is an issue but the idea that his value as a player is "4th round pick and an AHL guy" is...come on.

Kerfoot has value and in a trade like this he would just be considered an auxiliary piece that one of the teams will take to flip for more assets. You mentioned Pacioretty who was traded from a team well over the cap to a team that wanted him who doesn't have much cap. Bjorkstrand got traded from a team over the cap who probably wanted to dump Nyquist instead but the options were probably pay to dump Nyquist or trade Bjorkstrand for a 3rd and 4th. In this unrealistic scenario, the teams are literally retaining cap to accommodate the Leafs (they won't be doing any favors though), so he's not going to carry negative value but he's just going to be a sweetener on top of the main sweetener.

You are right though that there isn't enough going to either team. Especially, since each team can only retain on 3 salaries per season. CHI has 4 candidates thwt potentially might be worth moving for assets but will have to retain: Kane, Toews, Domi, and Anathnasiou. If Domi and Anathnasiou are bringing in better assets than Toews, there is no sense in retaining on him. Anaheim has at least Shattenkirk but they will also be looking to help teams if it's worth it.

Sandin is being cap dumped here anyways so him as the main thing to Anaheim would make sense along with Kerfoot.

Holmberg and the 3rd can then go to CHI as well but that package would still be lacking. They would need at least a conditional 1st (a 2nd that upgrades to a first if the Leafs make it to the conference finals and Toews plays x amount of games).

That’s irrelevant. Cap space has value, and GMs don’t just do favors for other teams because they can. Look at every deal done this off-season as it relates to cap space and you’ll see cap space is a premium, and wielding it to help another team nets some very solid returns. This isn’t even close to getting ANA to partake
