The problem with offersheeting him is you probably need to go with 3 - 4M to not have the Leafs match. So, I think that there is likely a deal that can be made. What exactly it is, I don't know, but it likely won't be sky high to get this D who has been blocked and burried by his team and will flourish on a team that will actually give him an opportunity.

He will get an opportunity very soon after Muzz is traded either now or next season. As for what would need to be added i’d say Iafallo & Leafs add on a 4th, Sandin has big upside as a LD defensemen who plays bigger than his size & moves the puck exceptionally well but i hate to say it, he won’t sign for 1.2 cause if he would he 100% would be signed already in Toronto, Iafallo is a 35-40 point guy who deserves better than the 3rd line

Sandin will not get an opportunity after Muzzin is traded (which probably won't happen anyway), just as Sandin did not get an opportunity when Muzzin was injured in February.
