Interesting that the draft pick value chart published by @NHLfan10506 shows that the Anaheim-Seattle trade is the right value, but the chart I have from 2016 says that it is short even without the third.

Depends on the draft year depth I think. Other years the third wouldn't be needed, I think next year would be a different story.

The charts are the charts. There's no adjustment within them for year-to-year variations.

The chart NHLfan10506 re-published above shows that #10 + #22 = 9.7, and #4 + #68 = 10.0 (i.e., Anaheim comes out a touch ahead)

The chart I have shows that #10 (422) + #22 (227) = 649, and #4 = 729 (i.e., Anaheim is short by what would be THEIR third-round pick at #74)
