The charts are the charts. There's no adjustment within them for year-to-year variations.
The chart NHLfan10506 re-published above shows that #10 + #22 = 9.7, and #4 + #68 = 10.0 (i.e., Anaheim comes out a touch ahead)
The chart I have shows that #10 (422) + #22 (227) = 649, and #4 = 729 (i.e., Anaheim is short by what would be THEIR third-round pick at #74)
