Pretty good list of targets. I think varlamov might be an easy fit.

Flower, Husso and Kuemper get more (may just be a place holder for you though, not actual salary)

Georgiev, hill and blackwood arnt great targets for a starter, neither is gibson unless you can get him for stupid cheap and the ducks (or a 3rd party) retains a big hunk.
Hellebyuk and saros would be crazy expensive.
Riemer might be decently cheap depending on where the sharks see themselves

what about forsberg out of ottawa? if Murray is fully healthy...ottawa will have 3 capable goalies with gus coming up as backup

No chance Leafs would get Gibson, Saros, or Hellebuyck. All three are critical pieces for their respective teams and their cap hits would exacerbate Toronto's cap hell.

Varlamov would be doable as a starter, but a trade for him would require the Islanders to retain salary, which I'm not sure whether Lou would be willing to do.

If I was Dubas, I'd go for Fleury plus a SJ goalie (one of Reimer or Hill) for backup duty. They could be acquired affordably and, in Fleury's and Reimer's cases, they have postseason experience in the net.
