GM Game Infraction Procedure and System

The GM Game will have a Zero Tolerance Policy for the following misconducts:

1.) Blatant Trolling of another GM's team, image, comments, etc.
2.) Harassment direct towards another GM with the intent to be hurtful; Example: "you're retaard for making that trade. literally don't understand if you watch hockey or watch a pond and call it the same thing."

If any GM brings a quote(s) to the "2017 GM Game Infraction Thread", yet to be created, which provides sufficient evidence of either blatant trolling or harassment, the BOG will conduct a Hearing that will involve nobody other than the individual(s) that were involved with the notification of the BOG regarding the breaking of the Zero Tolerance Policy.

The Hearing
After the BOG is notified of a potential Zero Tolerance Policy breach, they will conduct a private thread which is to only be viewed by the BOG and the individual(s) involved. The individual(s) involved are to not say anything unless spoken to by the BOG directly. The BOG will ask for both sides of the story and any other evidence that supports the claims that you are making.

One Phone Call
Each individual(s) will have the opportunity to "phone" another GM to speak on their behalf. That GM will then have one comment to post in the BOG with anything they want to say in support of their "caller". There will be no editing of the post, as all posts are final. The BOG will then examine all of the facts presented by the individual(s) and the GM who speaks on their behalf. In order to keep things going swiftly and orderly, the individual(s) will have a maximum of 15 minutes to notify a GM that they are seeking their help from the time that the BOG approves the appeal of the "One Phone Call" policy

At the conclusion of The Hearing, the BOG will submit their vote to the "2017 GM Game Infraction Thread" with their final decision.

It will be asked that the GM, should they be dismissed, will leave immediately following the decision to dismiss them from the GM Game.

GM Game Infraction System

For the GM Game, the Board of Governors (BOG), have rules in place for each section of the game. All GM's (including BOG) must follow these rules. A misunderstanding of any rules in place is acceptable and can always be cleared up by a BOG member. It is required by all GM's to read these rules and familiarize themselves with the rules put in place. However, multiple issues and a lack of showing that you are capable of following rules will result in an infraction.

Infraction Levels:

1.) Posted Warning on GM team's thread from a BOG member
2.) 24 roster freeze/ cool down period where the offending GM is not allowed to make trades, trade offers, or free agency bids. The offending GM is essentially isolated from the game for a full day, with the purpose being to reflect upon their actions and change their ways. This doesn't hurt the team for future GMs and keeps the game-wide disruption to a smaller scale instead of draft pick loss.
3.) Demotion to an AGM position
4.) Removal from the GM Game

Infractions will result from any of the following below:

1.) Minor sarcastic comments with the intent to hurt other GM's
2.) Minor harassment towards another GM; Example: (this trade gives me AIDs.)
3.) Language towards another GM; Example: (were your feelings hurt snowflake?)
4.) General rudeness towards another GM (under the discretion of the BOGs)

Attention All GM's

The BOG has implemented the waivers and buyout plan. Please make sure to read and review all rules.

Waiver order according to 2nd round draft rankings (non-lottery round). Waiver order will be used for waiver claims, UFA tiebreaker, or any other situation where there is competition for a player's services.
- When more than one team has equal right to a player, the team with higher priority may evoke their waiver priority to break the tie. If the team with the highest priority chooses not to evoke their waiver priority, the option is given to the team with the next highest priority.
- If no team evokes waiver priority, the player goes to the team with the highest priority and does not cost them their position in the waiver order.
- When a team evokes waiver priority, they win the claim and are moved to the end of the waiver priority list.
Players submitted to waivers may not be withdrawn or traded until they have cleared waivers.
There will be separate threads for waiver submissions and waiver claims. Posts made in the wrong thread will be invalid.

2. Buyouts
Prior to free agency, teams will have the option of buying out players. You may not have more than 3 buyouts on your roster, so previously existing buyouts will count towards this limit. However, players who were bought out after the current season ended, will not count towards your roster. This is due to how Capfriendly manages rosters and will be adjusted when we calculate the free agency budget for each team.
Buyouts that show as $0 are still active and will count towards your limit of 3.

- Teams will place up to 3 players on waivers for the purpose of a buyout. All teams will have the option of claiming these players, with no compensation to their current team.
- In order to claim a player, you will have to evoke your waiver priority, regardless of whether there is another team competing for that player's services, but only the team which successfully claims the player will end up using their waiver priority.
- Claimed players will be traded to their new team for free and will not need to be bought out. They will retain their current contract terms (AAV and Term).
- Unclaimed players may then be bought out as normal on their rosters and will be added to the free agent pool.
- There will be a separate thread for official buyouts after the waiver period has ended. Only players that were previously passed through waivers will be eligible.
- This will be the only buyout period before free agency.

At the deadline for claims, teams will be awarded the player(s) they have placed a claim on according to waiver priority order.
Once a team has successfully claimed a player, they will be moved to the end of the order.

Waiver claims and winners will be announced by the BOG once they have been finalized.

New Rules About GM Vacation/Absentee Periods

1) If a GM must take an absence of leave for 14 days or less and notifies the BOG a minimum of 24 hours before their absence, then that GM may:

a) take their scheduled absence of leave

b) either have a interim GM of their choosing take over OR to have the next AGM in line temporarily take over

c) The GM will have the option of "protecting" up to 7 of their players while they are gone. These players cannot be moved in the GMs absence

If the GM does not return within 14 days of their absence, they will be demoted to AGM while still having their "protected players" that cannot be moved without their permission. If the GM does not come back after another 7 days, the GM will lose their protected list as well

2) If a GM must take an absence from the game for a period extending over 14 days after notifying the BOG within a minimum of 24 hours, then

a) that GM is immediately demoted to AGM with a "protected list", of which is described above. The only modification to the list is that the GM can only list a maximum of 4 players to he protected, not 7

b) the next available AGM will have the option of taking over that team

Also, absences of 40 days or more means that the GM does not get to create a protected list. There will be no exceptions.

This is a notice that there will be a trade freeze that will come into effect today at 12:00 AM EST (tonight midnight). After that point, you are NOT allowed to discuss anything trade related on the forums, or make any trades at all. This freeze will last until the end of FA period, or August 7th. For Free Agency, ALL GMs need to have a faux Gmail they can use in order to access spreadsheets for Free Agency Bidding. Note that you DO NOT need to put in your phone number and you are allowed to use a fake birthday. When it asks for Gender there is a "prefer not to say" option as well. New GM Removal Law

There are two scenarios where a GM is at risk of losing his or her status as GM.

1) By abusing the Infraction and Zero Tolerance Policy. By reaching Level 4 of the infraction system, the GM will be removed from the game entirely. This comes at the discretion of the BOG

2) By being removed by public vote. To be removed based on the public vote system, the following most happen:

a) Firstly, the BOG must pass a vote to bring forth the public vote. The BOG must provide a reason as to why they believe the GMs fate should be determined by the public. Majority vote is required

b) Once passed, the public vote begins. At that time, a roster freeze will he put in effect on the GMs team. A thread will be made for voting. Each GM must vote on whether the GM can keep his place in the game or not. The vote would be simply and properly formatted like this:

I vote in favour of the removal of GM (insert name)
OR
I vote against the removal of GM (insert name)

The accused GM is not permitted to vote. No manipulating may be done as this is not done on a poll; rather GMs making a post which contains their vote

c) 90% (27/30) of the eligible GMs must vote in favour of removal for the GM for the GM to be removed. Removal means the GM is placed on Level 4 of the Infraction System and will be forced to leave the game at once. If forced to leave, the GM will be asked to respectfully do so, in a professional manner
