The owner does not spend to the cap, no, but there is also a cap floor, which the yotes are constantly in jeopardy of missing. Plenty of room to extend the right guys long term, but no one wants to be there long term. Plenty of teams in tough financial situations make big commitments to the right players, because, again, there is a cap floor. Someone needs to be paid. Atlanta offered something absurd to Kovalchuk to get him to stay, but, because just like Arizona, no one wants to stay there, he moved on.
I think pretty much everyone said the same thing when OEL signed, “holy crap, that’s way too much.” The decline had already started.
