A lot of people feel that way about Colin White, but they are wrong. White has trended to being able to score 20+ goals a season. Trended as in, he's already been at 16 and 18 goals per 82 games, and he's still just 24. At 20+ goals and 50 points, his contract is fine.
I agree that Ottawa shouldn't be a primary consideration for Horvat, because Ottawa doesn't really need Horvat, with Norris, Stützle, Pinto, White, and Paul, as well as Gaudette.
Edit: Horvat will bring a good return, just probably not from Ottawa
