I think it will be easier for Ottawa to retain Murray's than to give away such valuable assets. It is also obvious that if we were trading for Murray, they would at least try to revive him, rather than send him straight to Rochester. UPL will probably be in Rochester all season, he has just started playing consistently well in recent games, it would be strange to call him right away.
