While it a bit of on over pay, the pieces are different from Buffalo needs.
Aston-Reese, how many 9 goal/yr LW does Buffalo need?
Kapanen, Perfect he would slip into the line up this year. Very versatile RW.
Pettersson, and Joseph are both LHD, as noted above and in many other posts Buffalo has many above average LHD.
Poulin, good addition, could be in the line up next year, but he has Olofsson, Skinner and maybe Peterka ahead of him.
2022 1st round pick (PIT) and 2023 1st round pick (PIT) these would obviously be closer to 2nd round picks than lotter selections, but they are first round picks.
Over all this is decent offer.

If some of Pettersson's salary could be retained he is flipped for decent value this would work IMO.
Now that two LHD are moved would Pittsburgh want one in return?
Hagg, Butcher and Bryson all have lower cap hits. What would Pittsburgh offer for one of them?
EDIT here is a crazy thought, drop Pettersson and 2023 first while Buffalo adds Miller (50% retained) and Pittsburgh adds Letang?
This gives Pittsburgh more cap space this year and Buffalo more cap space next year.
At the TDL Letang will return at least a first and more.
