Apparently its a very complicated process which was done on purpose as the league does not want to just throw out owners.

The only quick way is for the owner to commit a crime or not have the financial means to afford to pay the bills so to speak.

But despite his flaws the league wont remove him as hes not up there with Jeremy Jacobs, Bill Wirtz, and Harold Ballard. Sure hes cheap but there are other owners in the league you can give that title to.
