Ottawa isn’t paying a 2nd and giving up a potentially valuable asset in Holden for a 3rd line rental and an 8m cap dump. Pass.

I like Niederreiter and he's a useful player, but Carolina needs cap space and they're looking to dump, and Niederreiter is overpaid. Gardiner is okay, but combining the two, for Holden, is a $7.6MM cap swing, and you want Ottawa to pay a 2nd to help Carolina with their cap?

Ottawa has 8 defencemen, 9 with JBD, and Carolina has 8 as well, including any defence in a trade, even offsetting D, doesn't make sense for two teams trying to trade one away. This isn't fantasy hockey where a team trades players indiscriminately.

If you want to trade Niederreiter on an expiring contract, you need to retain to get a 2nd back, or don't retain and be happy with a lower pick, maybe a 4th or 5th.
