Understandable question. I'd answer it by saying I don't think you can always plan what players develop quicker or better. They drafted Logan Brown to be a top centre and it hasn't worked out so far. Then where they been picking recently they've clearly valued other players higher. Having said that! I was very high on Lundell with the 5th pick in 2020 and they went with Sanderson. It is what it is.
Personally as far as building a team. Having star young players doesn't necessarily mean success. See Buffalo as an example and too a much lesser extent the Leafs but by that I only mean playoffs. The Leafs are obviously a good team but they are hindered by their contracts. Once the young stars get good fast, they must be paid big. And sometimes it hinders the flexibility of teams. I don't mind that Norris and Pinto aren't world beaters very young. To me that means they can be cost controlled cheaper and still provide a good level of play. The blues won their cup without a superstar level centre but instead very good 2way centre and depth. Maybe the sens can do the same.
