Oh do they? Just looking at their team now says they are at $87,240,955 for as projected cap hit. Still have to move Seabrook to LTIR so that should save that bit there. That still puts them right at the cap I believe, unless I missed something?

You can't match all three.

It's a violation of the CBA, you're only allowed to exceed the cap by 10% during the offseason.

I don't know where you are seeing that, shows -5+ when you make a team. The Tampa page says $87,240,955 in today's cap hit. Not sure when they can move Seabrook to LTIR but that would give them 1.1M in cap space.

No they don't, That $5,740,000 is what they're are over. look at it again slick it's under LTIR not cap space. Tampa is officially $5,740,955 over the salary cap as of right now.

What will happen though, is that teams will file waiver claims for them when the season starts. There will be at least two and possibly three good 23-24 year old players that they can't put on the roster.
