Yes he does, just cause he is burnt out from the Montreal media and fans always crapping on him doesn't mean he loses value. New city with less media attention and he holds as much value as Risto who is also overpaid.

I think Risto is a great top 4 D, just he's not in the right chair in Buff playing top minutes.

He's not worth giving up Struble. You can easily get Risto for way less. Like a 2nd and 4th along with Drouin

Risto is good bottom 4 guy but should never be on the top pairing even with injuries. He is more like a Gostisbehere type of guy, all offense, no defense. Pretty much what Drouin is most of the time but in fairness to Drouin he is not a defenseman.
