It doesn't matter if he wants out or not. CAL is looking at making changes and for the right deal, no one is untouchable except Markstrom, Hanifan and Andersson. But this deal would definitely not get it done. Richie and Moore are plugs, and DeBrusk doesn't have the allure he did a couple years ago.
BOS has a horrible farm system, so there are very few prospects that would create a dent.
It'll be hard for them to make a deal for a player of this caliber.

And the first is gonna be a mid-late pick.

Whether or not he wants out is irrelevant if this is the offer.

The person who started the rumours was Shane O’Brien who has no idea what he’s talking about and it was debunked by Ryan pike on twitter he’s a flames reporter and he said that he talked to the flames management and they said it was bs

I think the flames only trade Tkachuk if they get another star player in return. If we see a blockbuster Tkatchuk trade it will probably look like the Hamilton - Hanifin trade or the Webber - Subban trade.
