I don't think I'd want Neal at any cost.
Detroit isn't short of wingers and would have to waive a player to get Neal a roster spot. Buying him out would spread the cap out into territory when Detroit will be good enough to need it themselves.
That only leaves the option of waiving Neal and sending him to GR, which means he's useless as an asset.
If we're using Staal as the litmus test for salary dumps this would put the cost firmly in two 1st round picks to take on Neal. Two years instead of one, 75% higher salary (same cap), player not useful like Staal was.
Besides, Yzerman has said publicly that he'll only take on players that are useful to the team.
