& what "stronger goalies" are these?
Arizona - Hill (NHL/AHL fringe), or Raanta (pending UFA)
Columbus - Matiss Kivlenieks (career AHL goalie)
Washington - Copley (NHL/AHL fringe), Vanacek (career backup at best), Lundqvist (veteran that wants a cup and won't play for a building team, also a pending UFA)
... none of those options are better than Allen. Allen's actually been very good the last 2 seasons. I could see Montreal actually paying Seattle not to take him with how shaky Price is. But Allen is certainly a very good option to go to Seattle.

Murray does not have a NMC in his contract. He has a modified NTC which will be a list of 10 teams he can't go to, but that doesn't need to be waived and Murray can't say no to being exposed in the expansion draft.
That being said, Murray's ghost NMC is kinda his contract. I don't see Seattle taking him and that massive contract when he hasn't performed well in a number of years. Ottawa more than likely protects Gustavsson who has performed well at his age and experience level and exposes Murray. Seattle would be likely to take someone else anyways because goaltending won't be a problem to pick, but offensive scoring will be.
