Barrie might be a bit better offensively and as a puck mover. Defensively, neither are as good as Dumba. Overall, Dumba is the best of the three and it's not particularly debatable.
Checked the stats, turns out you're wrong. Dumba faces 2nd pairing comp, Bear faces 1st pairing comp. Bear gets better results vs Elites than Dumba does, even in harder minutes. He's 3 years younger and $4M cheaper, it's not debatable which player has more value. Over the past 1.5 seasons:
5v5 vs Elites
Bear: 37.4% TOI vs Elites, +1.48 CF% rel, +0.59 DFF% rel, 58.70 GF%
Dumba: 26.5% TOI vs Elites, -2.46 CF% rel, -6.59 DFF% rel, 26.47 GF% (ouch!)
5v5 vs all
Bear: 1579.4 TOI, +3.15 CF% rel, +2.77 DFF% rel, 44.59 GF%
Dumba: 1481.3 TOI, -0.98 CF% rel, -1.68 DFF% rel, 45.21 GF%
5v5 P/60
Bear: 0.83 P/60
Dumba: 0.75 P/60
