If the Penguins want three years of Eller at 3.5, a reasonable offer would be Dumoulin and Lafferty for Eller and Hagelin. Neither side is excited about it, but the Penguins get their 3C, and WSH hopes like heck that McMichael or Protas is ready to play 3C as a rookie, so they don't get stuck with Lafferty there.
