Gaborik is on IR in Ottawa (counting against the cap) - not LTIR. I may be wrong, but I believe TBL can increase their cap space by nearly $5m if they move Gaborik to LTIR as they sign one of the RFAs, like the Leafs did with Clarkson's contract to sign Mitch Marner a few years ago.
Essentially, this proposal is for Ottawa to take Johnson's contract and give Gaborik's (creating nearly $10m in cap space for TBL to sign Cirelli and Sergachev) if TBL takes a discounted Zaitsev for Cernak.
As for Johnson's No Move clause, Ottawa can promise him that they will facilitate his move to home town Seattle next summer (or trade him if they can find a partner). Since no team wanted him on waivers at his current $5m price tag, TBL can advise that the alternative to this trade is a buy out (where Johnson loses out on a guaranteed $6m). I think he waives.
