1.1 is on the cheap end now for good 4th liners. Plus they really don't have any cap issues upcoming so it's not a big deal in the long run

Not sure why. Grundstrom had a poor training camp and played nearly the entire season in Ontario, while Wagner has had a full time NHL slot for two seasons now. Grundstrom has a higher ceiling, but teams don't pay for potential.

By that time it's entirely possible that Grundstrom has overtaken Wagner in his development and the former proves to be the better player. However, contract values are based on past performance, not future potential. Wagner earned the higher payday.
