Description
This is assuming the Sharks can't find a market for Burns. Vlasic seems unlikely to waive his NMC to go anywhere, and I'm not sure who would even take his contract right now. Karlsson, Hertl, and Kane seem unlikely to be offered, nor do I think it would be good for the team to move them at this point. This really restricts the cap space you have, but the team really needs to fill out its top 9 with some more productive forwards. Goaltending isn't going to get much of an upgrade, but playing a more defense-oriented game could help a bit.

Trades:
Labanc and Strome are roughly equal in terms of value, but I could see either team throwing in a late round pick, based on who initiated the deal. I believe the contract price on Strome is fair, but feel free to shout at me if I'm wrong. I left a little bit of cap just in case someone was underpaid.
The Leafs need to clear some cap space, and the Sharks can do far worse than Andreas Johnsson. He's a much better player than the average return on the picks we're sending over, as well.
Marcus Sorensen had a rough year, and his contract needs to be move to create space for all the changes being made. Finding someone to take him shouldn't be impossible.

Signings:
Marleau comes back because it looked like he still had some legs, Jumbo was starting to look really slow out there. He can probably still put up 20-25 points, which is a decent return for the near-league minimum he will almost certainly sign for. Another bonus, we could see him break the games played record in Teal. If Joe wants to come back and can contribute, then great, you have a veteran 3/4C.
Jesper Fast is a right winger. The Sharks need right wingers. Match made in heaven. Playing on a line with Marleau, who somehow still finds a way to be the fastest guy on the ice, will create a dangerous speed advantage. If he can put up 35 points I think he is worth it.
Stefan Noesen did his job well for the time I saw him play last year. He's gonna go out there and grind, and can put a few in the net every now and then. Every team needs guys with a lot of hustle.
Melker Karlsson was one of the key pieces of the Sharks league-best PK last year, and bringing him back based entirely on that can be justified if you can get him for around a million. I don't expect him to score much, but as long as he can shut down power plays and work hard in the defensive zone, who needs scoring?
Tim Heed... I do not understand why Sharks coaches hate this guy so much. He seems like less of a defensive liability than some higher paid sharks defensemen (Cough Burns Cough), and still has a strong shot. He will be cheap, and seems like a no-brainer.

I would expect Jones to start the lions share of games, unless Melnichuk turns out to be something special. John Leonard & Ryan Merkley probably needs a year or two in the AHL, and rushing him up could hurt his development. Same goes for whoever the Sharks get in the 1st round, as well as their early 2nd rounder.

- Can't help but feel like we get slightly shafted in the Rangers trade, but I think your evaluation that Strome and Labanc are close to equal in value is more or less correct, so I could see it happening. Although I think Strome definitely asks for more money.

- The Johnsson and Sorensen trades are fine too, just gotta hope that Johnsson actually ends up performing like a 2nd line winger and he doesn't get hurt too much.

- I like Fast as well, but I think we could do slightly better for a bit cheaper, but it's a good signing nonetheless. (Could probably get him for under $3 million but that's a bit trivial)

- I'm not really all that keen on re-signing Melker because I think he's a bit of a black hole 5 v. 5, but I'm glad you didn't give him more than 1 million

- Gambrell scares me as a 3C. I could see him growing into that role in the future, but I'd rather have Jumbo there for another year because I don't think Dylan is ready.

- The goalie situation is the only real problem I have because I really, really don't think Melnichuk will be ready and Jones shouldn't be relied upon to play more than 50 games. That's my main gripe

This is a very realistic A-GM though and you've done a pretty good job, so props!

The goalie situation is just going to be scary. The Sharks can either get more depth up front, or get a better backup. They can't do both. The only goaltender they can afford that would reporesent someone who can really take a big chunk of the load away from Jones is Alex Stalock, and I have no idea what the Sharks need to give up to get him.

I think with some diligence, they could do both but I see what you're saying. With our cap situation, it's gonna be hard to do both. Stalock would definitely cost a lot imo since he's so cheap.
