No, ARZ is not an analytics team in the same way most analytics people on the internet would be, Chayka got the job bc he used micro stats from a private black box model, that most public analytics people don't really like, then he went down the rabbit hole of things like brain scans (and probably equipment type and sleep schedules and things like that) that likely have almost no use in evaluating players, and it was shown that he contradicted just about every public model available (and completely disregard normal aging curves which is like the number 1 way to run your team into cap hell)

Idk much about COL's front office, but ik they have a solid analytics team, and some COL fans say their head analytics guy has a lot of control on the organization, and Sakic listens to him a lot, and CAR is 100% an analytics team, they have Eric Tulsky who was one of the pioneers of modern analytics, and still has a lot of relevant studies that he did years ago (also rumors came out last summer that basically what he said went within the organization)

This is the same stat that didn't have McDavid in the top 25....tell me now, if a top 2 player in the whole league, isn't in the top 25 of the stat compared to his value over a replacement, how good can the stat really be?
