I've said before, if the Rangers really want Puljujarvi, they should give up a first (one of this season or next seasons). That's IF they want him. And if they want him, they'd still see him as a top prospect, closer to when he was drafted, rather than how he looked when he left Edmonton. Additionally, they wouldnt be trading for him to be a bottom 6 player, so they would have to think he's better than 3 of Kakko, Kravtsov, Chytil, Strome, Panarin, or Kreider. He's also still young at 22, and "NHL ready", which that late first round pick won't be for 4+ seasons.
Again, all assuming the Rangers are still high on him.
