Explain why tampa doesn’t match. I’ll ignore the atrocities in that Ottawa trade.

they also have players that still hold value that they can trade to open up cap space and no does Cernak sign that offersheet and even if he does Tampa matches. They arent losing young pieces for draft picks, if you want him, then you are going to have to trade for him and a 2nd isnt goign to get it done

Even though the contract is decent, Tampa would have a real tough time matching this unless they are willing to lose/trade Sergachev and Cerelli...
Almost all their players have NTC's. So no... They do not have players they can trade to open cap space

Stevie Y left Tbay in a worst Cap Hell (handing out NTC's like candy) than Lou left the Leafs (Marleau and Z).

Killorn has a M-NTC, and they can buyout someone if needed and thats just a start...its not like they have 0 options, its a lot of work but they have options, especially if they to give their own players fair deals on short term ones, no different than Point who wasn't willing even consider an offershet, he was all in to come back to Tampa

My point is you arent going to get guys on offer sheets from the Lightning without beyond over paying....these 2nd round pick comp ones are not goign to get the deal done bc Tampa is matching a 100 times out of a 100

If the compensation is a 2nd round pick, they find a way around it.

Either they let a young star walk away with an OS, or they trade prospects and high picks to unload overpaid 3rd liners. So, in one case you gain draft picks, the other case you lose assets .

Marleau only had 1 season left and the Canes got a 1st Rd pick to take that contract.

Tbay has many over paid - negative value - easily replaceable 3rd liners to get rid of.

If he’s a young star why isn’t he waiting for a bigger offer sheet from another team, or a trade?

Other GM’s should not bail them out! Happens too often

Certainly Tampa could match any offer sheet in July....and be over the cap and then make deals by October to be under the cap. There seems to be this panic on CapFriendly that roster that are made in summer are set in stone for October.

Fair point, but they would likely match the offer sheet with the intention of trading him. Even if you trade Killorn, Tampa still can't keep Cerelli, Serg, and Cernak

Well we don't know unless other teams make offer sheets, and remember the player has to sign the offer sheet. Player could play for less $$$ or less/more term in Tampa.

For sure they could sign cheap deals. But even if you sign cheap realistic deals for those 3 guys and trade Killorn they aren't even close to being cap compliant...
Thats how little cap space they have. Seriously, make an ACGM and make them cap compliant and sign all 3 of those guys.... Its basically impossible haha

There are few teams with cap that may want to put in a offer sheet. Sure some bottom dwellers could put they may not want to risk a high lottery pick. One reason there has been so few offer sheets. Poor teams would rather spend on a UFA and keep their picks. Seriously make an ACGM for teams that would put in an offer sheet and that the player would elect to sign.
