No it cannot, not in the post Gretzky/Lemieux era NHL
The last time team consistently won cups with their offense was in the early/mid 90s, hockey has changed and a single team like TOR cannot change hockey entirely.

2010: Toews, Kane, Hossa, KEITH and SEABROOK
2011: CHARA, Bergeron, Thomas, 2 of Lucic, Horton and Krecji... ok, only 1 D-man, who is Chara, one of the very best of all time, easily
2012: DOUGHTY, Kopitar, VOYNOV, Quick and Carter
2013: same as 2010
2014: same as 2012
2015: same as 2013, Crawford was close to the top 5 tho
2016 and 17: exceptions with one of the 10 best forwards of all time in those teams
