I'd still think they'd want to find a way to move Staal before the expansion draft. From my understanding of the rules, Staal having a NMC would require protection even though he's a pending UFA.

Kravstov is still a top prospect. I wouldn’t think they would just trade him for a first and certainly not a late first.

Staal’s contract expires after next season, he has no implications for the expansion draft.

He'd still be under contract as the expansion draft is before FA starts. I was trying to see if there was any rule about it for Vegas, but hadn't found anything yet.

I understand Kravtsov is a good player but Vegas has cap issues of their own and our right wing has Stone, Smith, Tuch for now and Elvenes, Dugan, even Roy can play there. Reaves, Kolesar can be fourth line right wingers. I can't think of less of a position of need.

Everything I’ve seen and read, including the expansion draft tool on this site, indicates players on expiring contracts don’t apply to the expansion draft. I think the draft rules apply to the “next season’s” contract, in regards to certain minimum games played and position requirements that teams must expose. The Rangers are in excellent position going into the draft. They stand to lose nothing better than a defenseman such as Hajek or Rykov or a forward like Gauthier, Andersson or Howden.

A pending UFA can still be selected in the expansion draft. I found this while trying to find info on the UFA/NMC deal:

When a player signs a 4 year deal in 2014, his contract ends on June 30th, 2018. This is important because it means during the Expansion Draft all UFAs are still technically under contract with their current club.

So, here’s where the rules come in. UFAs are treated like any other player on a roster meaning they can be protected as part of the nine or 11 protected players or exposed by their current (for the next 10 days) club. They do not however fulfill the 40/70 rule. This rule requires teams to leave at least one defenseman and two forwards unprotected who have played 40 games the prior season or 70 the past two years.

UFAs 2016-17 contracts do NOT count toward the 60% salary cap requirement Las Vegas must meet in selecting their 30 players in the Expansion Draft. But… If a UFA is selected, and signed by Las Vegas during the draft, their contract will go towards the 60% requirement.

I did find the bolded interesting. If that's the case then a NMC would still be in affect, unless the NHL stepped in and made a ruling that all NMC for pending UFA's are voided during an expansion draft.
