My prediction is if the 19-20 season is cancelled altogether, the cap will decrease and we will see some buyout help from league. There are a few teams that realistically could not be compliant without some form of help from the league in the form of a "compliance buyout".
If the season resumes at any point so that a decent amount of playoffs can be played, the cap will stay flat and no buyout help will come as teams will sufficient means to payroll at the current cap amount.
It really all comes down to IF the NHL can play 19-20 season hockey again. It really is too early to know right now.
If I throw a wild guess out there, the 19-20 season will be cancelled eventually. Witht the way the spread is going on in the US, this is going take well into the summer to just to get to a point where lockdowns and self isolation is starting to get better. Simply not enough time IMO
