I thought part of the reason the cap doesn't up the full amount is so they have surplus for reasons like this.

Question is, is the surplus enough to combat a worldwide recession and deadly pandemic? Probably not. If the NHL has to either cancel the season or close the gates to fans it will be a massive monetary loss. The NHL relies on ticket sales more than any other league in America. The cap has dropped I. The past and IIRC the solution was to give teams a buyout. I think this is increasingly more likely.
