Not if the he has a signing bonus. The thing I find delusional here is 15m for marner and 9.75m for Rantanen... why don’t you see how the cap looks when they are both on 1 year deals for 15m.

And there in lies the impossibility of this. Whatever you pay marner you have to pay Rantanen. This would blow up your team.
