The trade with Ottawa is a no, you would have to over pay and that means probably another top prospect or 1st rounder on top of that package. if MTL was smart they would bide their time and then offer sheet Chabot, Melnyk isn't Dundon, he is far less rich and even more cheap, front load the offer sheet and see what he does.

for next years with this team we have two big raise (Domi, Chabot)
-with the new CBA we hope we can buyout Alzner contract without penality (1 or 2 buyout without penality like the last CBA)
-Weise contract and Mason buyout ends
- we can trade Petry , Brook and/or Fleury will be ready
-we can trade Tatar , Poehling and/or Caufield will be ready
-and the raise of the salary cap

after offer sheeting AHO expect the favor to be returned during Domi negotiations like CAR GM hinted in their first statement saying they'd match Aho's contract so that a good 9.5-10m gone right there if we're lucky. Mete and Juulsen are both arbitration eligible for minimum 5m between them so thats 15/44 gone already .

Re-sign Gallagher at a team friendly 6.5m same as Danault so now thats 28/44m gone .

Re-sign Poehling and Kotkanemi thats another 8m between those 2 after they play another 2 seasons they'll both be eligible for Arbitration so the odds of them signing for less are less likely so thats 36/44m gone .

that leaves 8m left to Re-Sign Tatar , Petry , Lehkonen , Armia , Kinkaid and Lindgren or their replacements .
not to forget Romanov will be on the books as soon as this spring if his Reigning Championship team goes the way of the last few Champs and gets eliminated early on because all their top players leave for a NHL contract . Romanov, Suzuki , Brook and Ylonen will be the next group of young guns looking for their payout next .

each of the next 3 years we got a lot of pieces to sign and no where near enough cap with Weber and Price(moving them out isnt likely until 2023-24 at the earliest )
