They sign JVR first and then let bozak into free agency without even discussing contract talks with the bog. I completely understand your viewpoint here. However I didn't have any say in the rules for v3 that were created. I've merely been appointed to ensure they are followed.
Generally even in real life teams don't go crazy signing numerous UFAs on their team.
