It really depends on what kind of player you are looking. Are you looking for a Rocket winning forward, or a Selke winning forward? A hyper offensive dman who is clueless in his own zone, or a dman who is has a rounded 200-ft game? Is the player more offensive or defensive? Do they shoot first or pass first? Are you looking for a goalie that will make all the flashy saves but isn’t reliable when it truly counts, or a goalie who can quietly shut down the opposing team? Who does this player play with, and who is driving whose game? How was their development handled? How many systems have they played for, and are they a fit for that system?
Drouin had the quantity of production, but look where he ended up. E. Johnson had the quality of play when he was drafted, now look where he has ended up. There is no right answer in this situation, and there are way too many floating variables. You can have the quantifiable production, but not have the quality of skill to back it up, and vice versa. I have listed a few criteria that would have to be considered, but that is just scratching the bottom of the barrel. And what might be the answer for one team, it would be the last thing another team needs.
