It is important to note that the WAR ranking is very dependant on the team's depth and/or depth in the observed position of the player and/or the team. (correct me if I am mistaken)
That said, the overall ranking of WAR/82GP for Tomas Tatar in MTL is actually the highest for the team, but in a different team, with more depth, his score would be lower.
That's a number GM need to observe before signing or completing transactions but they can't fully rely on it, they need to picture that new player in their organization.
In relation to what you said, Matt Duchene has an overal score of 42, yes, but in MTL that score might just improve. In the same perspective, Gardiner is a 15, but he might not be a great fit to play with Weber or Petry, thus reducing the overall score. In that respect, Karl Alzner did not have such a bad rating before MTL signed him, but he didn't fit.
