Pionk and Murphy are 2 righties in that list. You might be able to get by with a cheaper RD if you have a specific role in mind, because the top RD on any team might be too hard to get when you're limited to teams out of the playoffs, and with a contract that fits on Tampa.

That will highlight general defensive ability, and to find a good player on a bad team look to IPP (% chance that they get a point if their line scores)
